On March 31, at the 6th International Conference on Innovation and Emerging Industry Development co-hosted by the Chinese Academy of Engineering, Shanghai Municipal People's Government, and the Ministry of Industry and Information Technology, the Chinese Academy of Engineering released the results of a major consulting project, "my country's Carbon Peaking and Carbon Neutrality Strategy and Path". The report proposes that my country's carbon dioxide emissions are expected to peak around 2027, with the peak controlled at around 12.2 billion tons.
This achievement was completed by the Chinese Academy of Engineering with more than 40 academicians, more than 300 experts, and dozens of units, focusing on industrial structure, energy, electricity, industry, construction, transportation, carbon removal, etc., and systematically conducting research on China's strategy and path to achieve carbon peaking and carbon neutrality.
Du Xiangwan, academician of the Chinese Academy of Engineering and deputy project leader, introduced: "To achieve the two goals of carbon peak and carbon neutrality, a series of technological advances must be achieved in various aspects such as industry, transportation, construction, and electricity. my country's existing technology is still not enough, and this report emphasizes the path to achieve it is technological innovation."
The report "my country's Carbon Peak and Carbon Neutrality Strategy and Path" completed by the project team pointed out that achieving carbon peak and carbon neutrality is the only way to promote the high-quality development of my country's economy and society, but it also faces many challenges. In order to promote my country's carbon peak and carbon neutrality work in an orderly manner, we should focus on adhering to eight major strategies. The first is the conservation priority strategy, adhering to the concept that energy conservation is the first energy source, and continuously improving the energy efficiency of the whole society. Second, the energy security strategy, to do a good job in emergency response to fossil energy, properly deal with the instability of new energy supply, and prevent the risk of external dependence on oil, gas and key minerals. Third, the non-fossil energy substitution strategy, on the basis of new energy gradually replacing traditional energy safely and reliably, continuously increase the proportion of non-fossil energy. Fourth, the re-electrification strategy, focusing on the replacement of electricity and the development of electricity-made raw materials and fuels, vigorously improve the electrification level of key departments. Fifth, the resource recycling strategy, accelerate the upgrading and transformation of traditional industries and business process reengineering, and realize the multi-level recycling of resources. Sixth, the carbon sequestration strategy, adhere to the combination of ecological carbon absorption and artificial carbon use, enhance the carbon sequestration capacity of the ecosystem, and promote the research and development of carbon removal technology. Seventh, the digitalization strategy, comprehensively promote digital carbon reduction and carbon management, and help the green transformation of production and life. Eighth, the international cooperation strategy, build a community with a shared future for mankind as a major country and deepen international cooperation with greater efforts.
On this basis, the report proposes seven paths to achieve carbon peak and carbon neutrality by improving the quality and efficiency of economic development, building a clean, low-carbon, safe and efficient energy system, and accelerating the construction of a new power system with new energy as the main body.
In order to better solve the problems faced in the process of achieving carbon peak and carbon neutrality, the report also puts forward three suggestions. First, maintain strategic focus and make overall coordination. On the premise of ensuring the orderly operation of the economy and society and the security of energy and resource supply, adhere to the national "one game" and promote the realization of carbon peak and carbon neutrality in an orderly manner. Second, strengthen scientific and technological innovation to provide strong impetus for achieving carbon peak and carbon neutrality, especially the major breakthroughs in key technologies must be used to support the realization of carbon neutrality. The third is to establish and improve the system and policy system to ensure the implementation of carbon peak and carbon neutrality tasks and measures, accelerate the establishment of a total carbon emission control system, accelerate the construction of a mechanism for integrated planning, promotion and assessment of pollution reduction and carbon reduction, and continuously improve the capacity support and supervision system construction.
