On January 22, the National Greenhouse Gas Voluntary Emission Reduction Trading Market (CCER) was officially launched. It is reported that on the day of CCER's launch, the total transaction volume reached 375,315 tons and the total transaction amount reached 23,835,280 yuan.
What is CCER?
CCER (China Certified Emission Reduction) is China's certified emission reduction. According to the Interim Measures for the Administration of Voluntary Greenhouse Gas Emission Reduction Trading, the emission reductions participating in voluntary emission reductions must be registered and filed in the National Voluntary Emission Reduction Trading Registry by the national competent authorities. The registered emission reductions are called "China Certified Emission Reductions (CCER)". After the emission reductions of voluntary emission reduction projects are registered, they will be traded in the registered trading institutions. CCER and the national carbon emission trading market launched in July 2021 together constitute a complete national carbon market system.
Who can participate in voluntary greenhouse gas emission reduction?
Voluntary greenhouse gas emission reduction transactions adhere to the principles of fairness, justice, openness, integrity and voluntariness. Whether it is a legal person or other organization within the territory of the People's Republic of China, or even an individual, they are eligible to apply for registration and participate in the transaction.
Currently, participants are mainly divided into two categories: one is enterprises that control emissions, and the other is some enterprises that do not control emissions. Although the latter has no mandatory emission reduction requirements, in order to demonstrate corporate social responsibility, they also actively participate in purchasing voluntary emission reductions. In the future, as the carbon market gradually matures, individuals can also participate. As the trading mechanism matures, the emission reductions generated by individuals practicing green living will also be traded in the greenhouse gas voluntary emission reduction trading market after unified accounting. Of course, individuals are currently unable to participate in voluntary carbon emission reduction trading.
Mature one, publish one
Last March, the Ministry of Ecology and Environment publicly solicited voluntary emission reduction project methodological suggestions from the whole society, and the social response was very enthusiastic. A total of more than 300 methodological suggestions were received. The first batch of 4 methodologies included industries with great influence and potential: areas with high social expectations, low technical disputes, guaranteed data quality, and both social and ecological benefits will be the areas of priority support for national greenhouse gas voluntary emission reduction transactions in the future. Next, the Ministry of Ecology and Environment will gradually evaluate and select methodologies for other fields and release them in accordance with the principle of "mature one, publish one", and gradually expand the included fields.
