The implementation plan for carbon peak and carbon neutrality supported by science and technology is

        Recently, the Ministry of Science and Technology, together with nine departments including the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Ministry of Ecology and Environment, jointly issued the "Implementation Plan for Science and Technology Support for Carbon Peaking and Carbon Neutrality (2022-2030)".

 

        Through the implementation plan, by 2025, major breakthroughs in key low-carbon core technologies in key industries and fields will be achieved, supporting a 18% decrease in carbon dioxide emissions per unit of gross domestic product (GDP) compared with 2020, and a 13.5% decrease in energy consumption per unit of GDP compared with 2020; by 2030, further research and breakthroughs in a number of cutting-edge and disruptive technologies for carbon neutrality will be made, a number of low-carbon technology solutions and comprehensive demonstration projects with significant influence will be formed, and a more complete green and low-carbon scientific and technological innovation system will be established, which will strongly support a 65% decrease in carbon dioxide emissions per unit of GDP compared with 2005, and a continued and substantial decrease in energy consumption per unit of GDP.

 

        Strengthening scientific and technological support for carbon peak and carbon neutrality involves basic research, technology development, application demonstration, achievement promotion, talent training, international cooperation and other aspects. The "Implementation Plan" proposes 10 specific actions.

 

        1. Scientific and technological support actions for energy green and low-carbon transformation.

        Based on the resource endowment dominated by coal, we will focus on the clean and efficient use of coal, increase the capacity for new energy consumption, promote the optimal combination of coal and new energy, ensure national energy security and reduce carbon emissions;

 

        2. Breakthrough action on low-carbon and zero-carbon industrial process reengineering technology.

        The core is to lead the zero-carbon and low-carbon reconstruction of high-carbon industrial processes, with raw material and fuel substitution, short-process manufacturing and low-carbon technology integrated coupling optimization as the core;

 

        Third, the low-carbon and zero-carbon technology research and development action for construction and transportation.

        The goal of green and low-carbon transformation of the transportation and construction industries is to vigorously promote the research and development and promotion and application of low-carbon and zero-carbon technologies with a focus on decarbonization, emission reduction, energy conservation and efficiency improvement;

 

        Fourth, actions to enhance the technical capacity of negative carbon and non-CO2 greenhouse gas emission reduction.

        Focus on improving the capabilities of negative carbon technologies such as CCUS, green carbon sinks, and blue carbon sinks, and carry out targeted deployment of non-CO2 greenhouse gas monitoring and reduction substitution technologies such as methane and nitrous oxide;

 

        V. Frontier disruptive low-carbon technology innovation actions.

        Focusing on the goal of driving industrial transformation, focusing on the latest breakthroughs in basic research, accelerating the cultivation of disruptive technological innovation paths, and leading the iterative upgrade of industrial and economic development methods;

 

        Six, low-carbon and zero-carbon technology demonstration actions.

        Form a number of comprehensive energy-saving and carbon-reduction technology solutions led by advanced technologies that can be replicated and promoted, and carry out a number of typical low-carbon technology application demonstrations to promote the transfer and transformation of low-carbon technology achievements;

 

        Seventh, Carbon Peak and Carbon Neutrality Management Decision-making Support Actions.

        Strengthen the research and suggestions on the technical system of carbon emission reduction monitoring, verification, accounting and evaluation, and propose the development paths and technical support systems for carbon peak and carbon neutrality in different industries and regions;

 

        VIII. Carbon peak and carbon neutrality innovation projects, bases, and talent synergy and efficiency enhancement actions.

        Strive to strengthen the systematic deployment of national science and technology plans for low-carbon scientific and technological innovation, promote the construction of national green and low-carbon innovation bases and talent training, strengthen the coordination of projects, bases and talents, and enhance the innovation-driven synergy and the overall efficiency of the national innovation system;

 

        Ninth, green and low-carbon technology enterprise cultivation and service actions.

        Accelerate the improvement of the green and low-carbon technology enterprise incubation service system, cultivate a group of low-carbon technology leading enterprises, and optimize the innovation and entrepreneurship ecology in the green and low-carbon field;

 

        Ten, carbon peak and carbon neutrality science and technology innovation international cooperation action.

        Continue to deepen international cooperation in the field of low-carbon science and technology innovation, build an international green technology innovation international cooperation network, and support the building of a community with a shared future for mankind.
